The Bishop of Victoria has kindly permitted me to propose as my substitute during the period. I leave the Reverend Edward Theophilus Rupell Moncrieff, B.A., of Trinity College, Dublin, and Tutor St Paul's College. The Bishop will himself take part of the Services and allow the difference of one third in the cost, and which privilege has been already granted to several members of the Civil Service, who like myself have been compelled to seek a change of climate in consequence of ill health.
I have to request the assistance of some of the other Gentlemen who have accompanied him. I would further solicit for the consideration of His Excellency the Governor that I be permitted to obtain the Contract passage, which makes a Colonial courtesy.
